Originally ROCs were planned to be linked to meeting the Land Criteria of the Renewables Obligation and Ofgem’s sustainability requirements, which included an independent audit to ascertain if the requirements have been met, from 1st April 2015. The linking of ROCs to the Land Criteria may now only be applicable from 1st October 2015.
The RHI and RO Land Criteria and subsequent obligations are now aligned for 1st October 2015. Delaying the linking of ROCs to the Land Criteria does not absolve the requirement to meet the Land Criteria from the 1st April. Operators must have the FMS procedures in place to manage the sustainability of wood biomass from the 1st of April 2015 in order to report sustainability for the reporting year April 2015-2016 to prevent ROCs not to be revoked at least from 1st of October 2015. FMS procedures and management of wood biomass fuels to meet the Timber Standard and greenhouse gas threshold should have been in place since 1st April 2014-2015 in order to demonstrate this for the independent sustainability reported. The operator must issue the auditors report to Ofgem before 30th of June for wood biomass, biogas, bioliquid or solid biomass this is the 31st of May.
